First, it's got a brand new battery and I checked the fuses which are all fine. For the fun of it, I swapped them out with newer fuses just to be sure. The Speedo cable is fine... checked it at the front tire, and the needle moves perfectly when the cable is spun by hand.
When the ignition is first turned on, the gas gauge needle goes to full, and then falls to empty and doesn't budge again. The speedo needle does the same. The odometer continues to function properly.
