kymco super 8 50cc 4- stroke problems

im new to this forum and i am looking for help with my kymco, i have bought it off a very trustworthy friend not someone who would sell me anything crap. it has been sat in a dry garage for around 3 months and i drained all of the petrol out of the tank. also because it has the little digital clock my battery run dead so it now has no charge in it, i tried to run it up the street yesterday it has a little bank going up and i was only getting around 8/9 mph up the bank and around 25 back down it just sounded like it has no poke in it at all. does anyone have a idea what is up with it at all, anything to help me is muchly appreciated.

Observe if the carb slide-needle assembly is rising properly . . perhaps using a small angled mirror.

was thinking about that myself mate because does the carb run off the battery and does anyone have an idea what size jet to put into the carb without blowing it up ?? thanks

All carbed scoots experience stalling, no starts, etc. after storage.  You said you drained all fuel and the scoot sat dry for three months.   All, but fuel in the carb... when the fuel in the carb dried, all is left is varnish... and varnish when it dries becomes a hard crystal-like coating clogging things in there.  If carb clean can't do the job, you have to open it up and clean.

try to use fuel carb cleaning additives if you have no plan opening and cleaning your carb.
