no power @ off idle

 >:(   Has anybody had this problem ...

will start (cold or hot) but has no power to run. Shop says it has had resent problems with Ethanol 10% added fuel plugging the idle jet with small bits of debris.???

I posted somewhere else, ethanol will eat the aluminum in the fuel system, and the only solution I have heard is SEAFOAM, or propanol added to the fuel. It stops the attack. The aluminum oxide released attaches readily to the brass jets, slowly closing them up. The problem gets worse if the scoot is not ridden every day and the oxide builds up.

..it's common for fuel suppliers to increase the ethanol ratio during the summer months, to reduce emissions...

..which compounds the problem...
..every mod (action) necessitates a (reaction) mod..

So if the scoot will not start due to the ethanol in the gas, how does one fix it?  My scoot will not start unless I kick start it and even then, it chugs then putters out if I even look at the throttle.   :'(

I think in that regard, you would have to pull the carb apart and clean out the jets and any air/fuel ways. Also I would recommend checking for any vacuum leaks and also your electrical connectors are clean and contacting properly, CDI, coil, spark plug.
