I work in Jersey City and live in Secaucus. Where I live is much more suburban but getting out of Secaucus you have to pass through cities or highways.

There is a safety belt for pillions under 100 lbs.  A harness device for them with a spacer between the driver and passenger.  Velcro and clip (yes both) for attaching to driver so passenger can't fall off.  I use it for my step-son who's autistic and doesn't always hold on.
