On my super 8 150, is the idle adjustment (raise/lower) the same screw that controls the throttle stop? Usually there is an air screw on other carbs. All I see is the throttle adjustment slowly turning the throttle.

Yes, the screw that you are referring to is the idle adjustment screw, although I've never heard anyone call it a throttle stop but I guess technically, that's what it's doing.
Kymco carbs do have an air/fuel mixture needle.

The air/fuel mixture needle is under there but upon removing the cap, you'll find that there isn't a screw that's easy to turn. There is a brass post under there that has a flat spot. It's like a dial is supposed to fit over that post, sorta like how your stove's dials are attached to the stove. I was able to turn the needle with some needle nose pliars that have a really skinny "nose".
Adjusting this needle made a world of difference.
