Locked Throttle

When going to start my one year old Agility 50 I find the throttle stuck/locked in the closed position, i.e. cant turn the throttle.  Everything has worked fine for 11 months, then this started, though only occasionally.  Thoughts?

Probably a rust problem.  3 places to look:
(1) the throttle cable;  It has an outer sheath and an inner cable that moves the throttle, so oil the inner cable.
(2) The throttle sleeve (the piece that you grab and rotate).  It can have rust from the handlebar under it.  Remove and clean
(3) the throttle at the carb.  The easiest to lubricate. Use a spray oil.

Does anyone know of a good how-to-guide showing newbies how to do this? Where to find it, and so on?
