I am not sure. A quick google will confirm which are manufactured where. I think some of the bikes are assembled in Taiwan, and all the bits are made in China. You have to keep one VERY important factor in mind... China imports, and recycles almost every piece of scrap metal on the planet. Same for plastics.
China is keeping what resources they have for themselves, and exporting lower grade products to everyone else.
They have a master plan, and it is working.
Kymco only really quality controls the assembly, distributes, and gives the warranty. Their bikes are the exact same as the Pep Boys 799.00 scooters except for the quality control, and warranty. SOME parts are marginally better but the majority are exactly the same. These are cheap China scoots with a warranty... nothing more. That's why they are 1/2 the price of all the other major brands, and 1/4 of the best brands.
You can buy a Kia that looks like a Bentley and bitch cause the blinker handle broke on the Kia. If you don't want to buy a Bently... Don't bitch about the Kia.
I'm not trying to say anyone is wrong or out of line for their opinion(s). It's just the fact we are paying for a warranty. Not a Bentley. If you can't perform minor maintenance for what ever reason you will have CONSTANT issues.
One last thing, and I will shut up. I can buy a complete running engine for my kymco's on line for 279.00 shipped.
Last Wednesday I ordered a shift/clutch controll w/ cables and shift crucifix for a 1978 Vespa 125, and it came to 324.62 w/ shipping. I can't bitch about Kymco.
