The fact that the steering was bent and it wasn't running when you bought it are two things that just scream out, "I've been wrecked!!!"
I have to agree with zombie on that.
If it were my scoot, here's the FIRST thing I would do. Take off every piece of plastic on the bike. Strip it down to the bare skeleton. Check every weld, motor mount, and shock mount for even the slightest sign of stress cracks or breaks. The frame doesn't have to be bent to be damaged. And, the welds on these scooters will never win any awards for strength.

Secondly, just keep in mind that a "motorcycle" mechanic is NOT a scooter mechanic. I learned this from my own experience. Just because someone works on motorcycles, does not make them qualified to diagnose an issue on a scooter. They are two different animals. I would check around for a trained motor scooter tech in your area to help with it if the problem persists.

On a side note-- We ARE trying to help you out. There's only so much we can do without having to scoot physically in front of us to look at.

Remember my FIRST response... I do. I suggested you buy all new cvt parts as well as look for other mechanical issues while you were replacing them

"What make you think I knew what was wrong with the bike ?    I still don't know what is wrong with the bike.     If replacing the tire solves the problem , then I will know what was wrong with the bike.    If you happened to actually read my post , you should have been able to garner enough info to realize that I thought I might have a problem with the CVT , a piece of mechanical equipment that I have  zero experience with.
I will probably be  reading this Kymco forum alot , and may one day realize that you are a great guy and very helpful and knowledgeable , but at the present time I just find you rude and  annoying .   I Read some of your other posts and suspect that I am not the only one who feels this way."

You just won't stop trying to get on my who's  a douchebag list will you.    Go back and actually read the posts.     I may not have any experience with scooters , but I guarantee you that I have more experience rebuilding cars than you will in the near future.     As for being able to get your ass kicked worldwide  ,   well  ,  that kinda makes me feel inadequate and think all those years of University were such a waste.

For those of you who had constructive advice ,   I have taken the time to closely inspect most of the bike for damage.    The bike was laid down on some gravel in a corner , but very minimal damage.   ( I knew about this when I bought it )  ,   it had a few small scrapes on the right side plastic , and a very slightly twisted  steering stem.    Motor was fine , all I did was drain the old gas out of the carb bowl .    Had been hard starting for previous owner because the air intake tube that goes up to under the seat was missing , so when she rode in the rain it sucked  water and dirt up into the air filter.    Starts on the first turn over now , and rides perfectly fine with the exception of the vibration , which does seem to be coming from the rear wheel.    Very simply , I had discounted the possibility of the problem originating with the tire because , as posted ,  it did not seem to have a vibration when coasting.    Anyways , tire is ordered , will pick it up after camping on the May Long Weekend.     And , just incase someone (zombie) is wondering , I do infact know how to change the tire.    Just not sure how I will make it fit on my snap-on wheel ballancer.

I'm done ranting now , finding a smartass on an internet forum was not a completely unexpected result.    Moving on :   Am loving riding the scooter back and forth to work , uses about as much gas on the round trip as my truck used just pulling out of the driveway.    Have a 5 year old daughter who gets upset if we don't take the scooter.    She calls it the Tiger Bike , due to the Orange and Black color scheme.     Hope she is not too upset when I do the paint job on the plastics.    Everything that is black will stay black ,   all orange will become  a medium charcoal grey with lots of metallic in it.    Silver rocker panel will stay silver , but with a nice bright metallic to it. 
Paint job is not really necessary , but considering there are some scratches that have to be fixed anyways , I decided to make the color change.   I have all the paint left over from a Ford Mustang project anyways.       Bike has  12,000 Km on it , so at the end of summer when it gets parked the motor is coming out to be rebuilt  , more as a precaution than a necessity.    Will likely upgrade the clutch and variator as originally sugested by zombie.

Dude, I'll leave you alone. It's obvious you have no clue.
 You have to stick to one diagnoses at a time. Tire good/tire bad. Frame good/frame bad. Cvt good/ cvt bad/. Neck bent/ neck not bent.

I won't advise you on what t do w/ your moped because you don't want to hear what you have to look further into. I will however point out that if you are indeed a master of the auto mechanics world then you would never have needed to ask for help here. (my motorcycle mechanic said its a badly worn tire?)
It's like the guy who builds homes for the rich, and famous asking for help on a dog house forum.
 I imagine you studied Theology or ancient Sumerian or something relevant to common sense, and took a job as "Head Tech" at the Wal-Mart tire center. That's just my impression.

It's a simple toy machine. No more complex than a lawnmower or weedwacker.

None of that matters anyway. What I find interesting is the fact that you would waste time worrying about what some random ass h-le (me) has to say, and start defending your manhood by flexing your muscle car.

Don't worry about me Bro. I'll find my new Axy but I need a guy that attacks sharks, sky dives from a plane into a helicopter, and cooks his Elk steaks over ocean floor volcanic vents. Your not him.

Do one nice thing for someone... Paint up the bike to look like a Tony the Tiger bike for your kid. NOTHING on Earth is more important than a happy five y/o girl. NOTHING!

Never said tire was good , never even mentioned the frame , never said CVT was good , never said CVT was bad , never said stem was not bent.     Have taken  DMBlues good and constructive advice to thoroughly check over the frame / welds / motor mounts.    Have never owned a Muscle car , unless you count the  72 Cougar I  had in high school .    Have never worked at wal-mart , or any retail for that matter.    I checked my lawn mower and my weedwacker and found that neither have a CVT.  A quick check through the old internal hard drive confirmed that I , in fact , have never owned any vehicle with a CVT , or worked on one for that matter.   Who said I was even the least bit concerned about what a  " random  ass h-le " "you"  had to say.   I just like to point out those kind of peoples errors.    I let the  record speak for itself to anyone who actually reads the previous posts.   I don't have a motorcycle mechanic , but brother in law does that for a living and also services  quads and snowmobiles.   To clear things up , when he was consulted about the Vibration ,  he felt the most obvious defect was the condition of the tire and sugested that as a starting point that was necessary anyways.   
You are right about  keeping a 5 year old happy though.  Congrats.     BTW : Moose is way better than Elk ,  and the Sulfur Dioxide and Hydrogen Sulfide  in  volcanic vents leaves a bad aftertaste , much like you.
Won't be posting again till after I try out the new tires.    Won't be reading either , as no usefull or constructive info has been posted since  05/12

You are soooooooooo right. Here's the unadulterated high points...

there is a very noticible vibration.  It feels like a  very out of balance tire or a bent rim , but the rims are fine.
Have spun the wheel up while on the center stand and can see it vibrating the wheel and entire suspension and bike up and down.   The thing is , I am pretty sure it is not the wheel or tire
I will however point out that if you are indeed a master of the auto mechanics world then you would never have needed to ask for help here. (my motorcycle mechanic said its a badly worn tire?)

a friend who is a motorcycle mechanic had a look and swears that when I replace the badly worn rear tire all my problems will be solved.

I suspect it is originating in the  CVT
  I am pretty good with mechanical stuff , and probably could figure it out eventually , but I have never even looked at a CVT prior to this , so the opinions and expertise from others will be of great help.
I was thinking a worn out variator/rollers. Could also be bad crank bearings or wrist pin. You're gonna have to open up the CVT, and fan side of the engine to try to narrow it down.

Had to repair a bent steering stem and now I am riding it daily.
Even if you later find it is a bad crank the bike is worth fixing, and all the stuff for a crank install is under 200.00 including a crank puller. The bike is easily worth 8-900.00. (unless you tell people it has a twisted frame)
Re : the frame  ,  It was not bent , at first I thought i had a bent fork , but when I took it apart I found that it was one side of the steering stem (triple tree )  twisted and holding one fork at a different angel.    Heated it cherry red with a torch , gave it a bit of a twist and reinstalled it.
Going on your OP about the neck being twisted it is easy to assume the bike was in a wreck, and potentially broke a weld that you can not see.
The rear wheel out-put shaft can be bent.
A fork could be jammed.
An engine mount broken
An engine mount bushing worn.

I would order a new variator kit w/ rollers, belt, and rear 2000 contra spring. Install that stuff, and see what happens. We can hook you up to get all that stuff for under 100.00
