At what speed do they rate MPG?

Was out today when I came across a Paggio (Spelling) 50cc something or other, I looked it up online and the write up states 144 MPG, nice combine that with the claimed top speed of 40 MPH and it's a nice package.

So now I have to ask, is the 144 MPG number taken at 25 MPH with an 90 pound rider and a qt. of gas?

I know that EPA tests for mileage in cars are done on a standing dynometer and held at exactly 55 mph: No wind, no curves, no hills and no stop and go.

My 400HP Dodge Ram, Hemi pickup gets 25 mpg on flat, straight, long distance country roads at 55mph with the cruise on.

It's been my experience, having traveled all over the United States and Mexico that most folks drive way to fast and pedal to the metal quite often, always exceeding the speed limits and then wonder why their car/ pickup/ bike or scoot doesn't live up to what the EPA says.

Your question is interesting though. I'd say with a little 50cc scoot they probably ride it no faster than 25 mph on flat roads with a tiny guy or gal on it:)

Just see if it is on Fuelly.com and you'll see what people report they are getting for mpg.

In the EU there is still no obligation to publish fuel consumption of motorbikes.
Many companies publish them though, but as they like (= is favorable for this product). Examples (@ kph means constant speed):
BMW: 3.2 litre/100km @90kph + 4.3 litre/100km @120kph (G650GS+TR650 Strada)
Piaggio: 2.7 litre/100km @40kph (Quartz 50cc), 1.9 litre/100km @50kph (Vespa LX 3V)
Honda: 3.7 litre/100km in WMTC test cycle (NC750X)

I have to acknowledge that BMW has a long tradition to issue fuel consumption for every beemer and always @90/120 kph, so at least those beemers can be compared.
And they are probably no liars. I managed an average fuel consumption of my TR650 Strada of 3.1 litres/100km on a >2000km trip with many high alpine passes, including some rough gravel roads.
