It's that "translation" thing that makes some manuals worth less than the paper they are printed on. FRUSTRATING!!!

the black/ white wire didnt go into the terminal it was  all by itself in a different connector.. it was a connector similar to the end of an earphone with an open and hollow end. (hope that makes sense)

There are alot of different applications for the same harness (different scoots) Try following EVERYTHING that makes sense first. If you have extra wires, or open terminals it may not mean you missed something! There MAY be something else preventing the scoot from starting. Do what you can w/ the info you have, and post back. I'm sure you will get it sorted out,

If there is a HARBOR FREIGHT store in your area, stop in and get a "volt" meter.  Actually it measures just about everything electrical, like ohms (for short circuits), etc., etc., etc.,....be the first one on your block, amaze your friends and family.  The price is about five bucks, three or four if its on sale.  It's about the size of a pack of cigarettes and will fit into your shirt pocket.  It might be a little short on instructions, but you can drop by the library for a short course on how to use it.
