In Indiana a Motorcycle Trailer has to be licensed even if it's pulled by a scooter.  Apparently this is not needed where you are....

How does it attach to the bike?

To tow a trailer behind a scoot or motorcycle here. The trailer has to sit low enough so the cars behind you can see your scoots lights. And the trailer attachs buy a cotter pin droped down threw back of the luggage rack.

They are 10 inch bike tires whith extra strong  wheel bearings.

I've seen these on a few trailers...

Maybe you can make a clamp on/bolt on bracket to run a bolt thu one.
