carbueretor - rubber boot - whats is function?

My 2013 super8 2T has a loose fitting rubber boot around the outside of the carb, it mostly just gets in the way ....

Does it have any true function, or just something the lawyers and/or EPA demanded and can therefore be discarded?

The real purpose is to keep the heat around the carb for cold weather. Depending on your climate you should have no issues taking it off. They really do get in the way haha. There's a rubber hose coming from the cooling shroud, make sure you leave that facing the carb bowl so it still gets a little heat.

It has another function, as an inhibit.  U.S. EPA wants manufacturers to make it difficult for end-users to modify any settings.
