Bi-Starter Recall. Canadian

I am in Canada and received a recall letter from Kymco Canada for a recall and replacement of the bi-starter. Scooter is a 2009 unit and at presant has no issues. My 2005 did have startup issues with excessive long warmup times and spinning rear wheel. It would settle though and would ride normal. Any stop for a lengthly period during hotter months would set it off again. Just curious... Anyone?

Further on this. Canadian file number is ECR-B0005-13-002.  Seems only on 2009 Bet & Win 250
