do I need to up jet this pipe when fitter and what jet size if so would I need ?

Yes.  And from what I've been taught here is to start high and work down. 
I was easily running a 90 in mine with stock exhaust derestricted with the stock  50cc.
So, ideally you should get an assortment of main jets going from over 100 down to about 90.  Put in a large,  if it sputters or bogs at wide open,  go down a size.  After finding one that seems fine,  buy several new spark plugs and do a some plug chops. 
Time consuming but will determine the life of your scoot.
Almost...at...speed...limit... Aww, brake lights..

ANY time you change how much air is going through your engine, you have to change the amount of fuel going in. Pipe AND pod filter you will be well into the #120 range.

i was thinking of keeping stock filter for now ? or should I put k&n type foam ect ?
ive also got a Kevlar belt and torq spring and race veriator and 6 gram rollers to go on as well

Would it be logical to use the stock air box,  bet?  Would it be able to feed enough air to make the exhaust useful?  I'm trying to talk myself out of an exhaust/carb/pod filter.

Stock air box is the way to go it's a waste to do open filter on a street engine. You get the same or more power with a little restriction on the intake side, unless you have an insane race motor.

Figured so.  Just talked with a local shop owner that has a garage full,  27!!! Super Nines. They swear by the stock box on all but their race one.  Now,  to find an exhaust I like!

27 Super 9s?!?!??!! Damn that's where they all went LOL. Yeah stock airbox for the win!!
