The picture in the manual is horrible, and I know this should be an obvious thing, but I can't seem to find the exact location of where my brake pads should be.

Maybe I am missing it, or overlooking what should be obvious, but if anyone has a better/clearer picture of what the pads look like on the bike, I would greatly appreciate it.

Your scooter might have the same construction issue that my Forza does: rear pads are impossible to see without removing stuff.
They are in your calipers, obviously.....but may be hard to see the wear groove.
Somebody with this scooter and a camera  -  -- jump in here....

  look at your brake discs and you will see the caliper if you use a flash lite you will see the pads,  I have over 60,000 km.s on my downtown with same pads , and still look OK.  as your pads wear, the brake fluid will go down a little, and the brake leaver will pull in a little more,.  so check your site glass on the brake fill up on the handle- bars,.

60,000 kms and they are still going strong?  that's comforting and great!  and thanks for the tip on the brake fluid.  This makes things a lot easier and assuring.
