Speedometer showing false speeds

My speedometer displays my Top speed at 60 km/h and its actually 52 km/h. I found out by measuring my speed with my phone and our navigator and when i drove by a speed board or what ever its called it displayed my speed to be at 52 km/h when speedometer showed it to be at 60?? How can i fix this?

Almost every scooter on the market does this. No fixing it just get used to it. Some people draw with a Sharpie on the dash where 40km 50 km etc is to know, I personally just know mine is 7mph fast around 60mph and guess, most of the time speeding anyway.
