In Alaska, for two years it has been law no texting in a vehicle. It is punishable to the same standards as a DUI. Only two cases have come out in the press, both involving vehicular homicide. Judges seem to dismiss charges left and right if they get to court. The first question asked of the officer is, "have you ever texted while driving.". After one or two embarrassing times in court, the police don't pull anyone over again. Tech lock out seems to be the only way to stop this.
