the manual states 17.5 PSI Front and 32.0 PSI Rear.....is that correct for the stock tires when I bought my scooter? I just want to make sure I'm not running under inflated. I have the 2013 Kymco Agility 50 and I weight 200lbs (not sure if that matters or not as far as how much air should be put in them).

I show 1.5kg/cm front & 2.0kg/cm rear for 1 rider in my shop manual. That's only 25% less in the front tire, you stated almost 50% less. 25% of 32 would put you at 24psi
