Clutch Not Disengaging

Been having running issues with the scooter lately and trying to get them sorted out. It has about 17k km on it and seems to run well at speed.

The issue has been that it wants to stall coming in to a stop, or right away when on the accelerator but I noticed something else today unrelated to that.

While at a stop I could feel a bumping sensation like the scooter wanted to move forward in short weak pulses, just like if you let out a manual clutch for a split second on a motorcycle.

So I want to open up the clutch cover wondering if it is dirty and also inspect it. What are the usual culprits for a clutch that doesn't fully disengage on one of these so I know what to look for?

culprits for a clutch that doesn't fully disengage
Loose 90202 large clutch nut contacting the inner bell surface.  Lack of torque driver lubrication.
