My kymco 50cc people just started sputtering when I excelerate , idles good, starts good. But just started sputtering when I throttle up and moving at speeds over 15mph

Considering the abundance of 2-stroke internet information (including service manuals) . . not seeing much troubleshooting research effort on your part. Also no reference to engine age or modifications.
Inspect
reeds
and verify carb fuel passageways and exhaust are not obstructed.

Plug wire or possibly clogged main jet as 15% is where that would take over
