I would take a vacuum to it and shake it out real good.

If its a paper element filter you just blow it out with compressed air, if its a sponge type filter wash it in some petrol and let it dry off, then thin  a bit of 2 stroke or engine oil down with petrol and dip the filter in it squeeze it a little bit to get rid of the exess and leave to dry.

This will condition the filter after cleaning and the oil residue is better at trapping the dust in the air stopping it getting into the engine than just the dry sponge alone.

You can also dip the paper element in the cleaning gasoline and put it aside to dry.
It looks like new afterwards.

You should oil the sponge filter after cleaning, even if its a quick spray of penetrating oil like wd40. They are designed to work this way.

...i clean my K&N with a spray electrical contact cleaner, then blow it dry and clean with compressed air...

..'course i have all that stuff at work, so it doesn't cost a thing...

..the contact cleaner does a super cleaning job...

I clean my K&N with a citrus based degreaser in the sink with warm water.  Let it dry and re-apply K&N filter oil.

before and after cleaning with a vacuum cleaner. I can't get better than this ...

You can see there the gas from the carb ... I really don't like this , but from what I read that's how it should be ...

What if i drill some holes in air filter  cap ?
