I believe it is the throttle return spring, at least on mine.  Your carb is different though so I'm not sure.  I saw a good diagram of your style carb in a book a couple weeks ago, but I don't remember.  I think yours has an auto injector, it may have been something to do with that.

..i know it kinda pushes the slider and needle back down into it's seat....

..just wondering if changing the sping to something lighter, or heavier or even removing it...what would be the effects...

The spring alters how fast the sliders rise and fall, it there too strong they will stall the bike after shutting the throttle down, too weak and the motor will rev on by itself for a few seconds.

On big bikes the more expensive carb tuning kits come with new springs to adjust the rate of opening and closing its a fine art.
