I bought both my 2006 People 250 and 2009 Grand Vista in the same unknown condition. I paid $1K for the People 250 and $1500 for my Grand Vista. Personally, $1,500 would be my limit for a Kymco 250 in unknown condition. Also, take a look at the tires for dry rot. If the tires are cracking, you'll need to factor in another $200 for the purchase and installation of new tires. Take a look at the KBB values for this year and model bike. This will give you an idea of what one in excellent running condition goes for, and then adjust from there.
