Have seen this issue come up on the Honda scooter forum....

What is advised, often, if that thing cannot be removed because of damage to the hex head....then
just leave it be if it is not leaking!It is a
very rare thing to actually find anything in the screen after the scoot has had a couple oil changes (I never have in my LIKE....maybe your guy's DTs aren't made as well ??
)....so it is a case of 'belt and suspenders'. It has a purpose - but it is not hardly essential any longer!
So, do not panic if it is stuck on there....if the choice is - leave it there or risk screwing up the case trying to muscle it out.....then the best thing is to leave it be..
Drain the oil the other way ...and try not to look at it!
(really? some scoots have a plastic plug down there?!!)
