HELP!!! Super 8 wont start!

Purchased a used 2015 Super 8 50cc four stroke a couple of weeks ago.  The owner told me it had been sitting for a while and that it would not start.  First thing I did was take off the carburetor and the jets were pretty bad so I decided to get a brand new carb and installed it.  Empied the gas tank, blew out the fuel lines and put in non ethanol fuel.  Also installed a new NGK spark plug.  I am getting spark, fuel is flowing into the carburetor, it is getting air, but it just turns over with zero signs of wanting to fire up.  I tried spaying starter fluid in the carb and it did nothing.  I took the spark plug out and stuck my finger in the spark plug hole while starting and I am getting compression.  If the CDI is bad, will this cause it NOT to fire up??

Any ideas where to go next will be greatly appreciated!  I am stumped.

You are getting spark.  If you try continuously to start it, then remove the plug, is the plug wet?

thanks for the reply eamartin.  I have taken the spark plug out on several different occasions and every time I have checked, it is DRY. 
I just got a reply this am from a tech person and he says if I am getting spark then the CDI is NOT the problem.  Im not a mechanic but I am pretty handy with small engine stuff.  I am pulling my hair out with this one.  Makes NO sense why it is not firing.

50cc four stroke . . getting spark . . spaying starter fluid in the carb and it did nothing . . stuck my finger in the spark plug hole while starting and I am getting compression
Check valve clearance.

I'd say that checking valve clearances is sound advice.  Does it appear that anyone has worked on this thing before ?

The only thing I have seen that has been done to it is the pink/purple wire from the CDI harness was cut.  Based on what I have read in this forum, I think that wire acts as a rev limiter.  Other than that, I think everything else is stock.  It is still under warranty so I am hoping that I can take it in if I can't get it started and it be covered under the 2-year Warranty.  Does anyone know if the wire being snipped on the CDI will VOID the warranty??

You mentioned that "fuel is flowing into the carburetor".  Have you verified that fuel is in the float bowl by opening the float bowl drain?

Yes, I unplugged the gas line to the carb from the gas tank, sucked on the vacuum line connected to the carb and fuel was flowing.  I then opened the screw at the bottom of the carb bowl and fuel came out. I then put the vacuum line back on the carb and with the gas line still not plugged back in, I cranked the scooter and gas came out of the fuel line so it seems that I am getting good vacuum.

So gas is filling the bowl but it does not seem to be making it to the combustion chamber.

I think I am going to look into the valve clearance suggestion this weekend.  I looked in Kymco manual and it says both intake and outake valve clearance should be set .08.  Does this sound correct??

I'm not familiar with Kymco specs.  Small displacement Honda 4-strokes are usually about .05mm.  So .08 is in the ballpark.  I just looked at an on-line manual for the Super 8 50 4T and it specified .08mm  .

.08 what? Think most Kymco 4-strokes are .1 mm or .004 inches. .08 mm may be a little snug.

.08 mm = .0031 inches

Tip . . the sidewall thickness of an aluminum beverage can is around .0035 inches.
