kymco warranty

I have two questions,

1. Has anyone had any experience transferring the warranty after purchasing from another person?

2. Does anyone know if the warranty would cover replacing the rear wheel splash guard? The scooter's guard has broken off and a piece of the bracket was literally touching the tire miraculously not messing it up or cutting into the tire, enough to notice a vibration though.

So far warranty transfer has been successful in several cases on this forum. Your case will have to be presented to your nearest dealer and his determination will be the main factor in honoring the warranty. I was successful over the phone to get the warranty parts sent to me by the dealer providing the old part was returned to him. I suspect he just billed the work to Kymco USA! Might work that way if you can "sell" the situation to your service manager.
