Click/Clatter Noise From Front Wheel

I hear this clicking/clatter type noise almost like the splines on a gear type of noise coming from the front wheel of my 2015 Super 8 49cc scoot.  :-\

The disc squeaks slightly, too. Not sure how to fix that.

When I pull on the front brake lever while riding it, it doesn't impact the noise so don't THINK its the brakes. It almost sounds like it's coming from around the top of the tire when I spin it on the stand but there's nothing up there it could be hitting.

There is a bit a oil residue around the center of the wheel where the bolt goes thru so was wondering if there's a bearing in the wheel that may be going? Are there replaceable seals in there?  ???

Is there anything special about removing the front wheel?

Any ideas or anybody ever had that problem? Thanks.
