Does a 2016 super 8 50x have a limiter/governer

I just bought a brand new kymco scooter. Model and trim above. On flat the scooter can do roughly 31mph with myself riding it and I only weigh in at about 185 pounds. I was told it should do in the upper 30s. Even downhill at full throttle I've never seen the speedometer go over 31. It also feels slightly front heavy almost as if it's engine breaking to keep it there. Is there a governer in place here? Most of my roads are around 35mph so if I could increase speed to almost 40 I would be set. Could it also be due to the "engine" break in period and it will get faster over time? Thanks

Just curious why you did NOT select at least a 125cc?  A 50cc 4-stroke will probably be reduce around 15mph up hills and into headwinds!

The downside of high rpm's and big-bore kits is enhanced odds of bearing failure.

I needed the 50cc due to not having a motorcycle license in my state. But you didn't really answer my question

I have the exact same bike. I'm a total noob, but this dude on the forum "Roytheroach" has a 2016 super 8 4T as well. Try searching his name, he has an entire thread on the restrictors.  So far the ones I am aware of are the washer lodged in the intake valve from the carb, the main jet being too low, the CDI having an RPM limiter and speed limiter, and the variator bushing having a shoulder on it.  I live in Boston and needless to say it's pretty hilly, I removed the washer and the torque is MUCH better
