Losing power uphill after air filter replacement

I am having issue with Kymco Spacer 50 ccm, 2T, 2000.

After air filter replacement (OEM part) I am losing power when going uphill. My RPM drops from 7000 to 5000. This happens only going uphill, after longer period of time, about 30sec. Before air filter replacement my RPM was higher. Arround 6000-6500.

Also. After hill, when I stop the scooter, I see white smoke going out of exhaust.

On straight road scooter goes without a problem.

Does performance return if you put old filter back in?

No. Same thing.

I have tested today and it is not issue with air filter.

I assume it is carb issue. I will clean it during weekend.

Carb has been cleaned and scooter now works great.
