Kymco MXU 250 STARTING PROBLEM

2006 Kymco MXU250 will pull start on 1st pull. However, when using the starter, it won't hit. Spark is too weak.   Changed ignition switch, starter switch, and ECI module.  Nothing.  Trying to find where voltage is going when using the starter.  With battery removed, and key on, I'm showing a near short (8 ohms) between positive battery cable and ground.  Is this normal?  Would appreciate any help.  Has been down a year, and two different mechanics have been unable to solve.

I don't know if 8 ohms is "normal" but using Ohm's Law it would result in a current draw of 1.5 amperes and 18 watts of power consumed, which is not excessive in my opinion. That would not be enough of a drain to cause your starter problem, I believe.

I would take voltage measurements in the ignition and starter systems as you hit the starter switch to see where a large voltage drop occurs. Also, methodically clean all electrical connections, especially grounds, in the starter and ignition systems.

Is your battery up to snuff, the correct size, fully charged?
