High-pitched whining/rattle when accelerating past 15 or 20mph

Last week, I bought a 2006 Kimco people 150 scooter. The guy said he replaced the belt and the clutch which, they do look new. It it starts without a single problem, it runs well. The problem, is that once you accelerate into the 15 to 20 mph range, it starts to make a high-pitched whining sound. If you accelerate further it continues to make noise but, not necessarily a whole lot loud. I took off the bell housing and cleaned it with brake cleaner thinking that it may be clutch shutter, when I put the bell housing back on it Still made the same noise.
Any ideas of what it may be?

Getting one that doesn't squeal will be like adding jam.
A bearing sound?
Is it the correct belt? (Is there a part # on the Belt that jives with the Kymco parts list?)
Pulley/belt contact surfaces clean?
Can you isolate the sound source on the center stand?

Can you post a video of what it sounds like?   Check the oil level in the final drive too.

I don't really know if it's a bearing sound or not honestly. The surfaces where the belt runs they are clean and shiny, no problems there. I'm not 100% certain that it's the correct belt but I will check.
By putting it on the center stand, yes, the noise is definitely coming inside crank case somewhere around the transmission area.

I checked - that IS  the correct belt for your scooter. Part # matches.
 It is possible to run the scooter for a short time with the cover off - perhaps that will help locate the source of your noise.

It is a very strange sound - almost like the tire is rubbing on something....

From the video it almost sounds like the tread of the tire is slightly rubbing on the concrete.
I'm thinking that if I take the belt off, I'll be able to narrow it down a bit, yes? The fella I bought it from mentioned that I should look in to the variator since the the new clutch and belt he put on didn't fix the issue.
I rode it last night and the temps were much cooler around here. It still made the noise the same but, I also felt what I think the belt slipping would feel like. It only happened a few times and the rpm's rising cleared it up.
Not sure if that's helpful or normal or what.
When the rain stops, I do plan on taking the belt off and looking at the rollers.

Ok so here's where I'm at.
I took both the clutch/drive pulley and the variator off. When I fired it up and gave it the beans, there was no noise so that was good.
Nothing looked bad anywhere.

The rollers were round as far as I could tell.

There did seem to be some nasty black dust or something all around, and with the moisture in the air, it made it a bit tacky. Same goes for the pads on the clutch.

There was no play in either shaft sticking out from the bike. Very solid.

Oh I forgot,
When I took the  clutch off, I stuck my finger in to spin the bearing in the middle. Now, it did not feel 100% smooth. I could also hear it I little. It kind of felt like the ball bearings weren't completely round.
He said he replaced the clutch, He didn't mention anything about a bearing inside there. But if that's part of the clutch I guess it's the same.
As I turn my finger spinning it around right now, it just feels like a bearing should be smoother.

No blueing or discoloration of the rear shaft? --- a sign of heat from a failed bearing? Rear wheel bearing on the other side?
Tire not rubbing on the splash fender?, or shocks?

With all the CVT parts on, except the cover - no clue where the sound is coming from?

Clean that black dust out of there - both from the variator and the clutch pads (the rollers look fine by the way, they shouldn't have any flat spots when you look at them from above) - clutch pads look nasty.  If the previous owner replaced the clutch did he/she say why that was done? I find it odd to see that black stuff on newish clutch pads. Is it coming from belt wear? 

By the way, isn't there is a direction arrow on the belt?  Verify if it is installed correctly.

While I have been told that belt direction is no longer an issue with new belts (hence, no more directional arrows are printed on the newest belts) - I do always put the belt on so that I can read the print when looking at the top of the belt loop.

So, if that is correct - your belt is on backwards in the photo which you supplied.
Please turn it around so that the print is not upside down when the belt is in place.

I took a piece of 180 grit to the clutch pads and scuffed off the black stuff.
Cleaned the rollers and all components.
I put the belt back on so that the writing is right side up.
Still makes the high pitched sounds. At around 20mph.

The bearing that's visible when you look in to the clutch/drive pulley assembly, that bearing needs replaced. I'm fairly certain that it's the culprit.
