Issue starting Kymco Like 200i, seems electrical.

So I sold my scooter, a few weeks ago, but I sold it to the restaurant next door to my home, hence the inquiry.

Anyway, so when I turn the key lights come on but when I turn the key to start everything turns off, so it seems like the power is being directed to the starter but nothing happens, bike dosen't turn over or make a sound, followed by one long blink, on quick blink on the engine light.

Any idea's?

one long, + one short =  Make sure the ignition coil connector is connected correctly.
2. Check if the ECU sends a signal to the ignition coil.

3. Check the ignition coil power source and resistance.

BUT down on iss.#4 >> battery not fully charged, or incorrectly connected.

My donut $ is on the battery, or battery connections.
(Brake light on when you pull the brake lever with the key on?)

I'd check the battery first on this situation.  New owner may be running it down by doing something wrong.  I knew a guy who's battery kept discharging on his new (and first ever) scooter.  After watching him turn off his ridden bike, it was noticed that he used the kill switch (not the keyed ignition switch) to turn off his machine.  So the ignition always stayed in the "on" position leaving at least the fuel gauge operating.

If it's not even turning, don't worry about the ignition coil.

Battery or battery connections.

Me and the restaurant don't speak the same language, so it's been hard to ascertain exactly what the problem was, that said it was not the battery and from what I understand it was a frayed wire or component contained within the front fairing or just behind it.

Either way the girl has been running well for the last couple weeks, and the buyer seems happy often asking questions about  maintenance and as poor as my Mandarin is and his English, we find a way to figure out what each other is saying.
