Removal of ignition switch

There are two bolts holding in the ignition switch.  The bottom one is strange. I tried to loosen it but it doesn't give.  Is there a secret to getting it out?

Has a smooth, circular base with no wrench flats? Conical top? A rough spot in the middle at where the point should be that is a different color than the plating? That rough spot is where the driving head was broken off as the factory tightened that bolt. That is so the ignition switch cannot be removed with ordinary tools! I have not undone, loosened and/or removed one of these yet so I could only guess. Maybe someone here has done this. It is not, repeat, NOT in the service manual for the DT300i but my ignition switch has this kind of bolt on one side.

I think I'll try to grind it off with a  Dremel tool.
