The Agility 50 carb has a pump which operates off the throttle action sending fuel into the carb on the air intake side. When and how is this pump utilized?

When you twist the throttle quickly. It won't pump when throttle is opened slowly.

So... is it to be used when staring the scooter, or when you wish to blast off the line like a rocket, or?

It can and on a 50 cc be used to help starting as well as for blasting off! Any sudden acceleration brings on that pump.
