It could be that someone previous sprayed a spray lube or a degreaser in or around the steering head for some reason and that's caused the grease to thin and drip out.  Even over-use of detergent when washing might do that.  If so, it's still not a big issue for now but eventually it should be regreased.

Sure looks to be coming right out of the steering head.

It would be prudent to do a simple check of the steering head.  Put scoot on center stand.  Kneel in front of front wheel and grasp bottom of forks with hands.  Pull and push firmly and rather quickly with lot of arm muscle.  There should be no play or looseness in the steering head.  If there is, a tightening of the head is certainly necessary.  And don't ride till it's done.

Thank you, Hoolander2. I will check that today. Since it's raining this is a good time. If it needs tightening am I going to need a special tool? Thought I would ask, just in case.

No special tool other than some wrench big enough to fit steering head nut.  Raise wheel slightly off ground when doing the check. My 500 has a snap off cover in middle of handlebar cover to access the nut.  Has Kymco emblem on it.  Yours?

I guess I cropped that part out of the pic, but it looks like I may have to take that whole back cover off to get at it if I need to tighten it. Sounds like your 500 offers a little easier access to work on things. That's a plus.

G'day Hoolander, do you think it looks like someone has put grease around the cables to stop squeaks?

I think it's entirely possible that's what happened. I loosened the guide around the cables and also the thinner wire-hangar type one up top and fiddled for a little while and now there is only a small rubbing noise when the handlebar is turned almost all the way toward the right. Hardly noticeable now. There's not much wiggle room in there. But when I was playing with it I got that stuff all over my hands. Ewww. lol.
