No Power but the engine runs

So I put the engine back together, new engine oil new spark plug and I took to the nearby scooter shop to adjust the valves. When I got it back I couldnt even stick in the smallest feeler gauge I have which 0.04mm and also what is suggested by the service manual. when I try to accelerate the scooter I get no power. When it's on the center stand the wheel spins and when I accelerate it the sound changes and vibrates a lot. But if I put it off the stand I have like zero power.

Hello I think that your valve settings numbers are in error. They should be .004 INCH or .1MM. Your .04 would be very tight so you might have compression leaking through the valves.

Hi, I had the same thought since there was literally no gap when i got it back from the shop. I just changed it to 0.1mm or 0.004 inch. However it made no difference. Attached a video to better explain it.
