And Ruffus, this carburetor was pretending to be a golf ball.  Hopefully I can convince it that its actually a carb and not a golf ball. LOL :) :o ;D ??? and start acting like one!

Gentlemen - I got my new bystarter and installed it this weekend.
After installing, I started the bike up and it started great.  I went for a good 10 minute ride and as soon as the bike warmed up and I came to a stop the bike died.  I was able to get the scooter started again and off on my way I went again, but again when I come to a stop or even come close to idle the bike stalls again. In fact, at low rpm(3K) the bike will began to misfire when I am coming to a slow, but take off again before letting the bike make a complete stop.  The bike seems to have great top end power and pulls without issue. 
I brought the bike back into the garage and removed the new bystarter and reinstalled the old one and the bike performs the same.
Then I decided to remove the needle from the bystarter and install without needle.  The bike seems to run better this way but not perfect. This almost points to needing more fuel, so I rechecked my slow speed jet and it is clean and clear.
I am going to just order another carb from Amazon and continue testing.  I might have to order a jet kit and intake boot rubber modifier to install like Ruffus did on this scoot.
I'll keep everyone updated.

@Rey, misfiring after warming up sounds to me like lean mix. Means somewhere is coming to much air or too less fuel into play.
Even the "new carb" solution is a good one, pls scrutinize your inlet pipe between carb and cylinder head.
Also all vacuum lines, there must be a leak somewhere.
Pls try to put your new bystarter all the way in,
c-clip on second groove, maybe its needle does not  go deep enough and don't close?

Update:  New Carburetor, but same problem.  I need to do more research this weekend.

@Rey, just an idea.
Take this fuelpump and check for small leak/leaks within the diahragm.
-a leak there could deliver fuel into your intake snorkel and cause surging.
-vacuum lines again
-new o-ring at intake neck
-really tight fit between carb and intake....
-smallest size of jet 32/98-100
-I take you did valves clearance

My last straw: did you check in your new carb this pilot-screw?
Setup for this is:
from inside to outside:
O-ring (small 2x1mm)
washer (very small, 2x4mm)
spring-coil ( 4x10mm)
needlenose pilot-screw itself
And has to go go in this sequence...
O-ring is the first one to go in.
Washer between O-ring and spring coil.

Last last idea:
-take your bystarter completely from power grid, but leave it in place
-start the scoot with a little bit of throttle, until it idles
Does this work somehow?
