I bought scooter. But only with CBS.
possible to upgrade to ABS breaks?

anything is possible with enough time, money, effort and skill...but it is not practical to upgrade a non ABS bike to one with ABS.

they look model and said, that is no possible.

To get safer than CBS.... sell your scooter snd buy a scooter with ABS.
