Recently got 2014 509ri ABS

Hello group my name is Matt as the subject line says I have an exciting 500. I got the bike cheap(500$) but it won't start. Can anyone direct me to where I can find out what to do? I'm somewhat handy when I have instructions

For starters you need fuel, air, spark and compression!

It was last registered 2018 I'm not sure when the previous owner tried to get it started but he sold it January 2022. I put battery in it and heard a slight pop when starting, I think I'll start with fuel line/filter but not sure how to get all the plastic off to get at it.  I found a manual online for a 2009 kymco 500.  The bike is very nice no scratches damage I think the owner got bored and just parked it. My goal is to get it running and let a shop do the complicated work.

The battery was new  ready to go out of the box.  there is paperwork showing the starter was replaced by Kymco dealer at the owners request?  there is hesitation when pushing the starter button A little wup wup  then it cranks so maybe there was a problem brewing.
 it was an Ariazona bike before coming to NY 1400 miles. it was not garaged but under a tarp in the elements. I hope this info is useful if there are other questions let me know.

@mattc66, welcome.
First thing I would do, trying to jumpstart from a NOT running car. Bigger battery.

This EFIs are tricky if there is too less voltage to initiate the scoots electronic fuel and ignition system. Fresh fuel might be good too.

Then going further maybe with fuel filter, sparkplug, sparplug cap, and so on.

I got the bike started a freshly charged battery and a little carb cleaner in the air box. They engine seemed rough. I hadnt heard it before, knocking noise. The tank is full I'm not sure how to drain it, but I like fresh gas, and fuel filter change idea. Can I let the bike idle indefinetly with bad gas?  Will it overheat? What should ido next

No, - wouldn't try to 'idle' out that much gas.
Siphon as much as possible out - and add the best premium Top Tier gas you can find. (SHELL 93, etc.)
Can you change the engine oil?....at least make sure it is up to correct level.
Ride near your house to see how it goes.....Stop if sounds like something is broken in the engine.
There may be a good reason why it was parked by original owner.

Like Stig writes, top up oil, take out as much as possible of old fuel.
This knocking sound, if it was right after firing up, might have been from carb cleaner.

Motor is liquid cooled, so don't worry too much. Fan should switch on after a few minutes.

IF the "knocking" continues, well, then we have to search for.
