Found this scooter...SOLVED!

I swung into the park outside my coffee village to talk to the owner of this scooter about 6:15AM.
But no one was around - and I could tell by the rain on the seat that it hadn't arrived at the park this morning.
? quit on him, or?

I looked, it had 2300 miles on the odo.




Near the dash is said something like "Vesptalia".

Huh.  A "168.9" cc 200.  I wonder if that's the CC take on the Lance/SYM "200" series 169cc engine? 
They claim a bit more power than Lance does.
