engine cut out when at lights or hand of the revs

i have just bought a 2008 agility 50 kymco scooter for 650 pound it seems in good condition and has around 9000 miles on the clock i bought it from a dealer, but upon riding the bike i noticed it cuts out when i let my hand of the revs and struggles to start again.

i also left it out side for about an hour while at a friends and when i came back out the bik would no go faster than 10 miles an hour until i ridined it for about 10 mins doin laps round the street it started to pik up speed and was then ok but it still stalls when i stop at lights or let my hand of the revs can anyone shed any light on this

Valve clearance ok?
Air filter ok?
Did you already try a thorough (ultrasonic) cleaning of the carburetor (and later re-adjusting)?
If it's still not ok, you should check the variator (rollers, belt). Might stick in high transmission if you come to an stop, stalling the engine.

I would start with checking for vacuum leaks, fouled/dirty carb or loose spark plug cabling. 

What color is the spark plug tip?  That may give you and idea of how rich it it running.  looking for a light cocoa color.

My scooter would occasionally cut out at lights. I mentioned it to the guy doing my first service and he adjusted the idle speed and took me through how to do it myself. Haven't had a cut out since.

Are you letting the scooter warm up before riding. When I received mine I was told to let it warm up for 5-10 minutes before riding, otherwise it wouldn't pick up speed very well.

Yes, the warming up part is key if the temps are cooler.  If I try to drive my agility 50 before it gets warmed up on these cold days the idle drops really low or even stalls as soon as I stop at a stop sign or traffic light.

Try giving it a good warm up and then see how it goes.  The agilities don't do well when the auto bypass is allowing all the extra fuel into the carb when the engine is cold.

Failing that, you can start troubleshooting some of the issues mentioned in the post by ts1.

If it were me, I'd run some kind of fuel system cleaner through it for a couple of tankfuls -- and increase idle speed if necessary.  If those don't help, then look deeper.

thanks guys ive taken it back to the dealer he thinks it has somethin to do with the carbarator am waiting to hear back from him
does anybody have any tips at keeping my kymco working well throught these winter months?

im riding evryday for about 2 miles to get to work in the morning and evenings when ever the roads arent frosty

If you're riding frequently, then you really don't need to do anything special. 

I ride all winter - as long as the roads are plowed enough for me to find some pavement!  Don't need to do anything to the scoot other than making sure I warm it up enough before heading out on those extra cold days.

Of course, you'll want to dress warm...
