How old is the battery?

Are there any extra lights on the scooter?

Are there extra electronic accesories on it?

Is there a high watt headlight in it?

The only thing I can think of is look at your idle speed.  Make sure it is adjusted up to specification which is 1400 rpm, plus or minus 100 rpm.

If idle speed is too low, battery receives no charge at idle.

I'm sorry, I'm not much good with electronics.  Maybe someone else will chime in here.
