Fuel gauge issues

Hello everyone, Anybody on their scooter have issues with the fuel gauge? The issue that I am running into on my agility 125cc is that the needle when the scooter is turned off goes well below the "E" line and whenever it is on it reads full all the time. I took the fuel sending unit out of the tank and moved it up and down and the needle moved on the gauge cluster acording to the position that I had it at. Im not sure why the needle is sitting so low on the gauge whenever the scooter is off. Normally it hovers above the " E" line. I have ordered a new fuel sending unit to narrow out the option of my current one being deffective. Next step will be to test all the wires going to the instrument cluster gauge and the fuel sending unit.
