How can a "half helmet" get 4 and a 1/2 stars for safety?

Web bike world gave the Rebellion half helmet 4.5 stars for safety.

better than...wearing nothing?...maybe it's 4 1/2 stars out of 10? 100?  8)

My 19yr old wife was trying half helmets on when we were buying our first Honda motorcycle......she figured her hair would be less of a disaster when we went places on the bike (like dressy birthday dinners)
I understood her feelings.....but I bought us both a Bell open face. Pretty much top of the line for safety in the 60's.
I do cringe now when I recall those white short-shorts she routinely wore in the summer....and the miniskirt coulottes she wore for dressy dates!

I’m guessing 4.5* for the bits of your head that are protected?  I’ve used my half Caeberg helmet in the very hot weather, but alway happier in the FF.
