are you saying that it starts and idles fine but when you open the throttle it dies? If so, that is a classic example of a clogged pilot jet in your carb. The opening of the jet is about 1/3 of a millimeter and clogs easily, especially when sitting for long periods.
You will need to remove the pilot jet from your carb and clean it with carb cleaner and compressed air, if possible. avoid running wires through it unless you're sure the wire diameter is the same or smaller than your pilot jet opening.
I used to unhook my carb from both the airbox side and motor side, flip the carb over while everything else is still attached, remove the bowl and then remove the jet. My pilot jet in my People S200 would regularly clog if the scoot was idle for more than a month.
