diagnose help!

 hey members! been lurking awhile and found lots of good advice on here..i have a dilemma with my 07' agility 50 with 8000 miles..since owning from brand new i've had the oil/servicing done as required however now i am having a list of problems and dont know if i am getting jerked around by the shop or what..#1 i brought in a few months ago because the electric start would not work-shop told me i needed a new stater(sp?) as well as cdi and i willingly paid for it to fix the problem #2last week for a new lightbulb/servicing/and i heard a small whining coming from the engine, picked it up when it was ready and mechanic said nothing wrong with the engine and noise was normal, so i left and the scooter died on the way home and i could tell the engine was not happy while riding, so brought it back immediately and left at the shop... mechanic called and said i needed a new engine due to the piston ring being so jammed he could not get it out, i said to wait while i thought over it for a few days and the next day he called saying he was able to get the piston out and now all i needed was a replacement for the damaged one..fine i went ahead and paid for it.. picked it up yesterday and rode home fine, still had a whine that the mechanic said was normal etc., well 1 day later the scooter engine is not happy, died earlier today, pushed it home, and when i start up it will run with the whine, and a small amount of white smoke comes out of the exhaust..HELP! I dont know if it is just a replacement belt needed or something big that the shop is trying to get as much out of me as possible,,any hints?

you may have a small bend in the grank if so good luck with that I went threw that not fun. but dont take my word for it.do a real good tune up on it frist check rollers belt clean carb valve check new plug.
do all the easy things you can then go from there. even check the gear oil.just dont go over board and go broke on it take care blue.

I had a similar problem and the shop kept it for a week, but was under warranty and they worked it on at their price for around $1500 in hours.  I just wanted to claim to you, that some shop owners are a little shady.  When you get something fixed and take it out of the shop and something breaks is a little bit iffy for me.  I am out of warranty now and asking people I know if they are mechanical.  I had a co-worker today over for a few beers and we took my carb apart for the price of some beers, I learned a ton and even though my problem isn't resolved, I am starting to get comfortable working on my scoot.

I am trying to become a motor head and I thanks to the forums I found the service manual for my bike on Ebay which helps allot also.

If it was me then I would get a 2nd opinion before doing anything, if theres a whiney noise then it does not sound normal to me.
Maybe your mechanic is legit and your just unlucky but I would find another guy to check it 1st and see what he says. Dont tell new guy you had it checked before by someone else, just say you dont know whats up with it and let him give you his diagnosis, see if it matches to1st guy.
