No keys left in ignition, engine completely off and just the kill switch in the on position that's it and this causes the scoot to not start with kick or electric without me giving it some throttle

Just swap out the kill switch????.....

Ok well how will switching the kill switch fix the issue? On another note, what are cylinder kits? Are they bad for the engine? It is worth upgrading to increase power?
