Those two extra parts

I picked up my scooter last July and when I had gotten it home I found two parts in the storage compartment. The bag was marked carburator adjustment parts.The dealer had never said a word about them. I knew that one part was a carb jet the other was a small steel tube. The scooter ran fine so I put the two parts away and  forgot about them. It's now the begining of February and I want to derestrict the scooter before spring. I stumbled across those two forgotten parts and realized that all this time the unrestricted variator bushing and larger carb jet were sitting in my garage. Kymco had included the parts to derestrict the scooter, it was just a matter of taking care of the CDI unit. They must send these with every new scooter. Do they? Did anybody else tuck them away before realizing what they were for?
