Yes they are.. Here too.
(i hate the terms. )...Here, a liquorcycle is all F'd up, beat to hell, Half don't even have a pipe. Straight header. 
I dam sure don't have one of those..

4 yrs later, still riding and been SCREWED by good 'ol N.C with my plastic...
(ie: improper equipement gets a revocation for 3 yrs...a dam light bulb..)
$1800 to now with another $700 invested right now
DWLR charge on a SCOOTER pending...WTF?

i live in britain so its cold anyway, but when it drops in temp then you really notice! i would ride to work in winter and it was well below freezing, i would get to work and i couldnt move, i was literally frozen solid, couldnt use my hands because my fingers werent responding and i was walking like an old man. plus riding a Ag50 on ice is a real nightmare 20 was my top speed because the front of the bike decided to do its best "look im dancing" get-up if i went even 1-2 mph over.

I completely know what you mean. My body/fingers are stiff, and it takes most of the day to warm up. I've only encountered ice a couple of times though. Since riding it to work the last two weeks, the morning temps have been between 15 degrees to 27 degrees. Precipitation has been from none to rain or snow. I have been a bit frightened a couple of times, but I trust my skills - until I hit that patch of black ice, of course! 
What makes me go out in weather when no one else does? Pure economics. I save 2 gallons of gas every days I ride my scoot to work. That's a little over $8 per day/$40 per week/$160 per month. Since my family has been impacted by the nearly-global recession, I will save where I can. Even if that means placing myself in some completely stupid situations. Though, my insurance is top notch!

my Ag50 is my only form of transport, i used to have a car until i was made redundant and i could no longer afford to run it and thats when i got my scoot only £5-6 to fill up and £16 tax for a year cant complain really.

Very true - If it were only that easy     Nowadays people are opting to do things illegal to make ends meet. With 3 small children, I believe I've taken the "wiser" road by just scooting to my job daily in hopes that my lottery numbers will eventually be drawn

Holy Balaclava Batman!

Cheesy, I know  Bought my first one today, and wow does it make a difference. I thought I was okay with a scarf wrapped tightly. I'll never wear anything but a balaclava from here on out on the cold days. Thanks for the advice all.

i think i may follow suit, i kinda hate the fact bees and wasps become bullits which try and drill holes in either your forehead or neck. balaclava is on the list
