scoot wont start tried 3 dif. batterys so it must be something elc. what should I be looking for.

Scoot should start on the kick with or without a good battery.

Like zombie said. Essentials are compression, fuel, and spark. Compression and spark are easy to check, If those pass your inspection, start with cleaning the carb and adding some Seafoam to the fuel.

I can get it running but the air filter has to be taken off. and I have to have the gas line comeing from a bottle. I think the fuel sender is bad on the tank .

...blue, if ur muff clogged, u been rich for some time...not entirely a bad thing, short term, but if ur pipe is clogged, and you dont wanna burn it..

how far down should the needle be siting in the carb. I may have to rise it up or down.

Have you tried sucking on the vacuum line to the petcock? Perhaps your petcock is stuck.

took the petcock right off and did it. soaked it in carb cleaner over night.
sometimes I can get it to turn over sometimes I cant. when I hook the gas line to a bottle. it turns over but turns over hard. But at times I can keep it going for a while. then when I check the plug its burning rich. what gives .

Between yours/mine/everyone else's I am TOTALLY CONFUSED. Didn't you just get a cylinder?
Could you please start your thread again in order of what happened? Have you gotten a pipe yet? Pipe is FIRST for troubleshooting this. With NO back pressure there will be LITTLE or NO vacuum for the petcock to work. Your "hard cranking" is due to flooding so the plug is correct.
